Highland People Directory Map
No single Highland directory lists every kind of person. City and school tools answer public-contact questions. The assessor and recorder work as name indexes for property and recorded documents. State rosters identify licensed professionals and agency contacts. The California Room preserves older resident, phone, and address directories. Each keeper controls a distinct slice.

Start with the directory that matches the relationship. A city department belongs in the municipal staff search. A teacher may appear under either of Highland’s school systems. Highland City Staff Directory
The City of Highland staff directory is the most local government people directory. It accepts a category, first name, or last name. Its category list is also a routing tool when no employee name is known. Choices include Administration, City Clerk, City Council, Building and Safety, Code Enforcement, Engineering, Fire Prevention, Police or Sheriff, Public Works, business and dog licensing, permits, and public records requests.

A typical entry shows the category or department, a phone number or extension, and a link to the category detail page. Some results are department contacts rather than named employees. The public listing gives City Hall at 27215 Base Line, Highland, CA 92346, phone 909-864-6861, with Monday through Thursday hours of 7:30 a.m. to 5:30 p.m. It does not expose personal home details.

Highland School Staff Directories
School directory geography splits across Highland. Redlands Unified serves eastern Highland, while San Bernardino City Unified serves western Highland. The Redlands USD staff directory displays staff names and email entries, and district school pages can add a location or role. The Highland Grove Elementary directory shows a staff member’s name, Highland Grove location, email link, and sometimes a title.
The district-wide people directory appears first.
Its school and department context helps separate people with similar names. At school level, the Highland Grove directory narrows the same kind of work contact to one campus.
For western Highland, search the relevant San Bernardino City Unified school page or use the California Department of Education record for Highland Pacific Elementary. That official school record lists the campus address and phone, administrator, fax, and district email domain. Do not assume every Highland postal address falls in the same district.
Note: Confirm the school system before searching, because east and west Highland directory entries are kept by different districts.
California Government Directories
San Bernardino County does not publish one complete employee people directory in the research set. Use county department contact pages for a known office, then the department main line or NextRequest when a public record is needed. At state level, the California Personnel Office Directory lists personnel-office contacts with names, phone numbers, email addresses, physical or mailing addresses, and agency codes for departments and campuses.
The California State Administrative Manual says agencies are responsible for timely state telephone directory submissions. That makes CPOD an agency-contact roster, not a broad list of every state worker. The official CPOD landing page is shown here.
Use an agency code or personnel contact to reach the correct state office. For county staff, the equivalent fallback remains the named department rather than an assumed countywide search.
Highland Property Owner Directories
The San Bernardino County Assessor’s govPIMS portal works as a property-owner directory. Its Name Search Utility accepts first and last names and lets the user include active or inactive names, plus formatted or unformatted names. Those uncommon switches help with past owners, trust names, compound surnames, initials, and entries stored in more than one style.
A parcel result can include owner name and relationship, ownership share, owner type, acquisition and document dates, inactive date, document numbers, situs address, mailing address, parcel history, and legal description. The owner mailing address may differ from the Highland property’s physical address and is often the most useful contact link. Still, the Assessor warns that it does not determine legal ownership. Recorded instruments must confirm that point.

The County Recorder official-records index is a directory of parties to recorded acts. It identifies a document by number, date, title, and grantor or grantee names from 1925 to the present. A grantor gives or transfers an interest; a grantee receives it. Searching all spelling variations is the Recorder’s own advice, especially for Spanish or compound surnames and trust or entity names.
The index does not retrieve ownership by street address. Start at govPIMS for the parcel and owner name, then use that name or a linked document number in the Recorder directory. Document images and contents are not open online. View them at the Hall of Records Recorder-Clerk office in San Bernardino or the High Desert Government Center in Hesperia. Online non-certified copy orders can be emailed, certified copies are shipped, and mail requests are another route.
Other records can act like directories with tighter limits. San Bernardino Superior Court CAP lists parties in viewable cases. The voter roll is available only for approved statutory purposes and is not an open Highland people directory.
Highland Business People Directories
Business and professional names sit in several official directories. California SOS bizfile identifies entities, agents, filing status, and addresses. The SOS UCC search finds debtors or secured parties by name or file number. DCA License Search reports whether a covered professional license is current, expired, suspended, or revoked. State Bar profiles search attorneys by name or bar number. San Bernardino County fictitious business name records can identify registrants behind a local trade name.
The Highland Area Chamber of Commerce directory adds member business profiles. It is useful for current community contacts but reflects voluntary membership, not a government license roll. Highland’s city business-license desk can confirm local records by contact or public-record request because no open city license database was found.

Highland Historical Directory Holdings
The Arda Haenszel California Room is the strongest nearby collection for historical Highland people directories. Its holdings bridge name-based, phone-based, and address-based research. The sources can place a resident or firm in a year, but an entry should be paired with a newspaper, census, deed, or vital record when identity is uncertain.

Highland Directory Eras
Highland’s directory history begins before the city government. San Bernardino County was created in 1853, the Great Register run predates the Highland townsite, and the city incorporated in 1987. As a result, an early resident may appear under a county precinct, East Highlands, San Bernardino, a school or water district, or a private group rather than under City of Highland records.

For historical school communities, official school libraries, district archives, local libraries, and alumni groups may hold yearbooks. No official Highland municipal cemetery database was found, so cemetery or funeral-home indexes should be treated as leads and confirmed.
The best access chain is digital newspaper search, California Room microfilm, county archives for official context, and the relevant custodian for a certified record. This keeps a Highland name match tied to its date and source.
